I’ve written about Marcelino Rivera III, the most flawed candidate on Franklin’s April 5th ballot, who advocates for a code of conduct for elected officials. Ironic because of his boorish behavior at open meetings at Franklin City Hall.
Consider this. Look at one spot where he’s placing his yard signs.
Driving on S.76th Street, south of Drexel, Rivera signs…

Franklin City Hall informs me:
The northwest corner of 76th and Drexel is Aldermanic District 2.
The northeast corner of 76th and Drexel is Aldermanic District 5.
AND the south side of W Drexel Ave, both corners is Aldermanic District 1.
Rivera has signs planted SOUTH of 76TH and Drexel.

As City Hall informed, that’s District 1. Rivera is running for alderman in District 5.
Now, is this the most egregious act perpetrated by a candidate? Of course not.
But it begs questions. Would this be a violation of the type of code of conduct Rivera seeks? Shouldn’t a candidate and his volunteers understand which is his district and which isn’t?
And even more importantly, is this is an indication that if elected, Rivera would choose to follow some rules and not others?

The Jamie Groark sign at the far right is the only one that belongs at this location.
