On Monday the Franklin Police Department put the following out on social media:
GARRETT M. KLUMB, M/W, 09/26/80, has a felony warrant for First Degree Sexual Assault of a Child from an incident in the City of Milwaukee. KLUMB is a registered sex offender with the Wisconsin Sex Offender Registry Program (SORP) with a last known address of 4442 West Sherwood Drive in the City of Franklin, although KLUMB is no longer believed to be staying in Franklin. The City of Franklin Police along with the Milwaukee Police Department and SORP will continue to look for KLUMB until he is taken into custody. KLUMB is believed to be operating a silver 2009 Hyundai Accent with Wisconsin registration 323-SEL. You are asked to call the Franklin Police Department at 414-425-2522 if you see KLUMB in the City of Franklin.
Many have shared this information, including Franklin Mayor Steve Olson who wrote, “OK neighborhood watch folks… Help find this guy.”
It’s critical Klumb be apprehended because of the severity of his crime. Again, he is wanted for First Degree Sexual Assault of a Child.
The Journal Sentinel website reports:
Klumb allegedly was selling a phone with images of pubescent children on it which prompted an investigation from the Kenosha Police Department for possession of child pornography, according to a criminal complaint filed in Milwaukee County Circuit Court April 11. A video recovered showed a person, suspected to be Klumb, rubbing the breast and moving his hand up the thigh of what appeared to be a young child.
The investigation led to the 10-year-old Milwaukee girl, who, in an interview with police, said her stepfather (Klumb) was “sexual harrassing her” when he was babysitting, according to the complaint.
The girl said the encounters would happen in the basement while she was doing laundry. The complaint further states the girl told police Klumb would come down to the basement and commit oral sex. Additionally, the girl told police this also happened in the car.
The complaint states the girl’s mother spoke during the charging conference and said Klumb would periodically come over and babysit the kids between September 2017 and March 2018 at her home in the 8300 block of West Crawford Avenue while she was at work.
The complaint further states that during the interview, the girl told police she still had some of the clothes seen on the video retrieved from the phone Klumb was allegedly trying to sell.
When I worked for former state Senator Mary Lazich who represented all of Franklin I’m proud of legislation she authored that was signed into law by then-Governor Jim Doyle.
Lazich’s legislation stipulated that a person will be guilty of a Class A felony if the person has sexual contact or sexual intercourse with a person who has not attained the age of 13 years and the action results in great bodily harm. The penalty for a Class A felony is life imprisonment, which may include a period of extended supervision.
Klumb would only be charged with a Class B felony. However, a very stiff penalty for the worst of the worst offenders has been on the books since 2006 thanks to Mary Lazich.
